Support for investors
QBA Chairman Sheikh Faisal bin Qassim Al-Thani and association members met with Saleh and his accompanying delegation. The Egyptian Gazette reported that the talks took place alongside the World Investment Forum 2026, organized by the United Nations Conference on Trade and Development (UNCTAD) and hosted in Qatar.
Saleh said the planned department within Egypt's Ministry of Investment and Foreign Trade would help Qatari investors navigate procedures, track their projects and address obstacles. Its responsibilities would also include providing information about investment opportunities, available land and projects, including the conditions and requirements attached to them.
Access to reliable information and simpler procedures were also priorities for Sheikh Faisal. He said the association would maintain direct contact with Egyptian economic and investment authorities to help turn potential investments into projects that benefit both economies.
Saleh outlined government efforts to improve Egypt's investment climate through incentives and other measures. He described Qatar's investments as a sign of confidence in the Egyptian economy and noted the growth in economic and investment relations between the countries.
Investment interests and existing projects
Sheikh Faisal said Qatari businesspeople wanted to expand their investments in Egypt across multiple sectors. He pointed to the country's large domestic market, economic diversity and strategic location, as well as opportunities in manufacturing, industry, tourism and services. Both countries, he said, had scope for greater private-sector cooperation and long-term investment partnerships.
Saleh identified industry, tourism, real estate and logistics among the areas for cooperation with Qatar's private sector.
Real estate and tourism already account for a major investment agreement. Al-Ahram Weekly reported in January 2026 that Egypt had received $3.5 billion from Qatari Diar in December 2025 under the $29.7 billion agreement for the Samla and Al-Alam Al-Roum project on the northwestern coast in Matrouh governorate. Qatari Diar is the real estate arm of Qatar's sovereign wealth fund.
According to Ahram Online, Egyptian Foreign Minister Badr Abdelatty said in August 2026 that the first phase of the Alam Al Roum project had launched that month. It covered about 20 percent of the project's total area, within a development spanning roughly 4,900 feddans in the Samla and Alam Al Roum areas of Marsa Matrouh.
Abdelatty also noted the launch of a sustainable aviation fuel manufacturing project in the Suez Canal Economic Zone. Direct Qatari investment in its first phase exceeded $200 million.
Broader ties and a planned Cairo visit
Al-Ahram Weekly's January 2026 report said Qatar had announced a $7.5 billion investment package for Egypt in 2025. It separately put Qatari investments in Egypt at approximately $3.2 billion across 266 companies by late 2025.
Energy cooperation included an agreement between QatarEnergy and the Egyptian Natural Gas Holding Company (EGAS) for up to 24 shipments of liquefied natural gas during the summer of 2026, the publication reported. The agreement was a supply commitment; the report did not establish that the shipments had been delivered.
In August 2026, Abdelatty said bilateral trade had increased by 80 percent in 2025, according to Ahram Online. He called for doubling trade and investment flows and activating the Egyptian-Qatari Business Council.
Saleh renewed the call to activate the council during the Doha meeting, the Egyptian Gazette reported. He also sought cooperation that would include medium-sized enterprises as well as major investment groups.
QBA members said they planned to organize a delegation visit to Cairo following the Doha talks to examine opportunities to expand existing investments and pursue new areas of joint cooperation.
