Prasarana Expects Open Payment Procurement Decision by End of 2026

Prasarana's planned open payment system is nearing a procurement decision, but full network integration could take up to 30 months after the project begins. Transport Minister Anthony Loke told the Dewan Rakyat that procurement and evaluation are in th...

Rollout schedules and coverage

The phased rollout calls for 30% of Rapid KL station gates and equipment to accept open payments within the first 12 months of the project, Loke said. Full network integration is expected within 30 months, while Rapid Bus services in the Klang Valley should receive the system within 15 months.

Loke said the project covers Prasarana's rail and bus networks in the Klang Valley and Penang, operated by Rapid Rail and Rapid Bus. Prasarana has identified LRT, MRT, Monorail and BRT services as part of the rollout, along with Rapid KL buses, MRT feeder buses and Rapid Penang services.

Rapid KL On-Demand may have a different schedule. Prasarana said implementation for that service would depend on future business priorities, separate from the 15-month bus and 30-month rail timelines.

Cards, wallets and QR payments

The planned system will accept MyDebit cards, EMV-based international credit and debit cards, NFC-enabled contactless devices and Touch 'n Go cards. Loke also named Apple Pay, Google Pay, Samsung Pay and Alipay among the digital wallets it will support. Other approved e-wallets, QR ticketing, QR-based payments and payment methods approved in the future are also included.

That would extend payment options beyond the limits Prasarana described in May 2026. At that time, passengers could pay by debit card, credit card or QR code at station counters and ticket machines, but only to buy tokens or reload Touch 'n Go cards, not to enter through the gates directly.

Prasarana attributes that restriction to its existing automated fare collection system, which was built in 1999 around Touch 'n Go. Its closed-loop design accepts only Touch 'n Go cards for cashless travel, with single-journey tokens available to passengers paying cash. The company said this design has so far prevented integration with modern open payment methods.

Retendering delayed procurement

Loke outlined the project's status during the Dewan Rakyat question-and-answer session on October 21, 2026. He was responding to Zahir Hassan (PH-Wangsa Maju), who asked about the implementation delay.

The first tender did not result in an award, requiring Prasarana to run the tender process again. Loke said that took time and that internal issues may have been involved. He also said the timeline allows Prasarana to follow its internal procurement procedures, intended to ensure transparency, competition and sound governance.

Prasarana controls its own tendering procedures and is funding the entire project, Loke said. The Transport Ministry is not involved in the procurement process.

The company began testing debit card payments in 2023, with a launch then expected the following year. Loke's reply set out the original service-specific targets: bus implementation by the end of 2024 and rail implementation by August 2025. Both deadlines passed without the planned rollout.
