Incheon Port Authority Pitches Golden Harbor to Developers and Investors

The Incheon Port Authority brought representatives from more than 25 companies and organizations to an October 30 investment briefing for Golden Harbor, where it is seeking buyers for land intended for a waterfront tourism and business complex.

Briefing pairs investment presentations with site visits

Announcing the event on November 1, the Incheon Port Authority (IPA) said participants included real estate developers, consultants, investment advisers and other industry professionals and experts. Activities at its headquarters and the Golden Harbor site gave prospective investors an opportunity to examine the area's development potential and investment conditions.

IPA officials began with presentations explaining the project, its location and proposed development direction. They highlighted the Terme Wellness Spa Resort, an anchor facility under development, as part of the site's investment appeal. Participants then exchanged views and investment information during a networking session before visiting the adjacent Incheon International Passenger Terminal to assess the setting and development conditions.

An IPA official said the authority would support discussions aimed at securing actual investments and continue its outreach, with the goal of establishing Golden Harbor as a major marine tourism complex in the metropolitan area.

Land sales and investor outreach

The mixed-use support site IPA is offering for sale covers 427,657 square meters across 11 parcels in Songdo-dong, Yeonsu-gu, Incheon. Within the Incheon Free Economic Zone, the land carries a type 2 port hinterland designation under port law. IPA's proposed marine cultural tourism complex would bring together waterfront tourism and leisure, business, cultural activities and commerce.

The authority began marketing Golden Harbor to investors in early 2024. Its outreach included promotional emails to roughly 1,500 real estate and finance investors in South Korea and abroad, as well as meetings with delegations from about 10 major investors.

An earlier sales effort focused on Cs1, a 16,532-square-meter parcel beside the passenger terminal. IPA held a public competitive bidding process from June 27 through October 4, 2024, with an estimated sale value, based on appraisal, of about 45 billion won. The parcel's commercial zoning permits uses including theme parks, shopping facilities, hotels and resorts.

Wellness resort targets a 2031 opening

The resort's land transaction preceded the latest investment push. In December 2023, IPA sold the Cs8 and Cs9 parcels, totaling 99,000 square meters, to the Incheon Free Economic Zone Authority (IFEZA) for about 268.8 billion won.

On February 28, 2026, IFEZA signed the main agreement with Austria-based Therme Group for Therme Korea Incheon. The project calls for a large, dome-shaped wellness resort on the CS8 and CS9 sites in Golden Harbor, Songdo International City, with a stated area of 99,041 square meters.

Construction is scheduled to start in 2027, and the opening is targeted for 2031. IFEZA projects an economic impact of about 2.8 trillion won and approximately 3,000 jobs.

Agreement clears a hurdle for Golden Harbor Park

Nearby Golden Harbor Park has faced a separate delay. The 180,000-square-meter park near the Incheon Port International Passenger Terminal cost 25 billion won and was completed in June 2020, but disagreements between two agencies kept it closed for more than five years.

According to Incheon Metropolitan City Voice News, the agencies reached an agreement following on-site inspection and mediation by the Board of Audit and Inspection between November and December 2025. The park is expected to open.
