Contract scope and contractor

The contract calls for the construction, completion and maintenance of services, infrastructure and public buildings. It forms part of Kuwait's effort to provide new residential areas with essential infrastructure and public facilities.

The contractor is wholly owned by Specialities Group Holding, which said the award expands its Kuwaiti construction and infrastructure portfolio. The Kuwait-based group operates in general trading, contracting, construction, oil and gas, and real estate. Its subsidiaries also manufacture specialty construction chemicals and waterproofing systems.

Housing plans and construction progress

PAHW oversees Al Mutlaa City under Kuwait's Vision 2035. Described as the largest housing and infrastructure development in the country's history, the planned urban center occupies 100 to 104 square kilometers in Jahra Governorate, about 40 kilometers northwest of Kuwait City.

Plans divide the city into 12 suburbs, with 28,288 residential and villa plots intended to accommodate roughly 300,000 to 400,000 people.

By its February 2026 progress report, PAHW had issued 27,795 of the 28,288 residential plots, according to KUNA reporting carried by Kuwait Times. That report also put the number of public buildings under construction across Kuwait's housing projects at 278. Al Mutlaa City had 170 of those buildings, the largest share.

Consultancy contracts and public-building tenders

France-based Egis serves as the development's project management consultant following its appointment by PAHW, according to MEED. Its responsibilities include program-level service management, construction logistics, interface and cost management, and digital information systems for program and project management.

PAHW's April 2026 performance report announced the issuance of a consultancy contract to manage and supervise construction and infrastructure work in the N1 and N3 suburbs, according to KUNA reporting carried by Kuwait Times.

PAHW subsequently issued two public-building tenders on August 30, 2026, MEED reported. One covered districts N5 and N6; the other covered N1, N3 and N4. Bids were due September 30, 2026.

Kuwait's construction outlook

UK analytics firm GlobalData forecasts average annual growth of 7.1% for Kuwait's construction industry over 2025-28, according to MEED. For residential construction, it projects annual growth of 3.8% over the same period, supported by the government's plan to build 65,500 housing units through five projects by 2029.
